                                                                                         LI Pei   李佩

Today, I remember and pay homage to my former director at the Chinese Academy of Sciences (中国科学院). Her name is LI Pei 李佩  (December 20, 1917 – January 12, 2017).  In a sense, she reminded me of my grandmother who weathered many adversities. Both instilled strength in me.

LI Pei was a director of the English Department at the Chinese Academy of Sciences (CAS). She founded TESL in China ie. Teaching English as a Second Language.
I remember the first time I talked to her in 1992. She phoned me at midnight in Canada from Zhongguancun in Beijing. I had been studying Japanese for six months in preparation for work in Kyoda, Japan. However, she convinced me to teach at CAS in Beijing. I began teaching master level students in Haidian District at Academia Sinica
(中央硏究院).  In four months, I was promoted to teach doctoral students at the science institutes of CAS  (国科学院) in Zhongguancun (中关村) or what was known as the Silicon Valley of China. Today, Shenzhen is trying to make a claim to the designation "Silicon Valley of China".

I also had the honour of visiting her many times at the "building".  It housed the cream of Chinese scientists. It was designated 13, building 14, No.15 Zhongguancun Keyuan community. Her husband had lived there, too. He was GUO Yonghuai 郭永怀  (April 04, 1909 - December 5, 1968). His field was aerodynamics. He died rather mysteriously in a plane crash during the Cultural Revolution as he approached Beijing International Airport. Guo was one of three scientists who developed China's first atomic bomb. He was awarded postumously Two bombs and One Satellite Achievement Medal in 1999.

Later, I went over to the Chinese Academy of Social Sciences (CASS)
中国科学院
in the Chaoyang District of Beijing.  I taught master and doctoral level students in the afternoon. Again, I got a call from LI Pei. She wanted me to teach 300 students at CAS in the morning. Basically, I told her it was impossible because I was teaching various classes for a total of 300 students at CASS. However, one can't say no to LI Pei whom  I regarded as my friend. I bicycled across Beijing to CAS in the morning to teach an auditorium full of 300 doctoral students and back again to teach classes at CASS in the afternoon under the direction of LUO Xiwen 罗锡文 who was the foremost translator of the Chinese medical classics.

One of my fondest memories was as a dinner guest of LI Pei. I was finishing up my meal and LI Pei commented on how I left some rice on my plate. Now my mother had said the same thing to me about not leaving vegetables on my plate because people were starving in China, but China was very far away to me as a five year old. My director explained to me that times were tough during the Cultural Revolution and every grain of rice counted. That's how I learned the skill to pick up a single grain of rice using chopsticks with either hand--not much an accomplishment compared to the accomplishments of LI Pai and GUO Yonghuai.

Quan Ju De, which opened with inauspicious fanfare in February of 2020 shortly after a jeep crashed through its front windows at 12th and Cambie, hails from venerable lineage that goes back to the Qing Dynasty. The signature is Beijing Duck at Quan Ju De. One of China’s most renowned roast duck chains, Quan Ju De serves more than two million ducks a year across four continents.

                                                        Beijing Duck

The article about the Quan Ju De restaurant has taken me back in time.  I pretend not to be nostalgic, but am reminded about what Joan Baez sang in "Diamonds and Rust".  She refers to Bob Dylan who as a lover pretends not to be nostagic, but then uses another word for it.

Perhaps my best, lifetime, culinary experience was back in 1995 in Beijing. It was my fourth year of teaching at the graduate level. I was a guest of the State as a designated Foreign Expert at the Graduate School of the Chinese Academy of Social Sciences (CASS).  I had also been employed at the Graduate School of the Chinese Academy of Sciences (CAS).  In another post and in another city in the new century I taught high school students at perhaps the most prestigious, Communist Foreign Language school in China. It is the Changchun Foreign Languages School 长春外国语学校 in Jilin Province.  It was founded in 1963 under Premier Zhou Enlai's supervision.

This means that today I am a rather unique type of civil rights activist.  I worked on behalf of the State. I saw the State from the inside.  I understood the State as few in our foreign embassy in Beijing did or do.

The restaurant was known as the No. 1 Peking Duck restaurant in China. Beijing was still called Peking by some back then and Beijing Duck was called Peking Duck. The host was my director whose name was Professor Luo Xiwen of the Department of Philosophy. He was the foremost translator of the medical classics which represent one-half of Chinese classics.

The restaurant was called Bian Yi Fang which is located close to Tiananmen Square. Its history dates back to the 1400's. It was like going back in time when men were men, women were women and ducks were ducks. The meal, atmosphere and comaraderie was unforgettable. I was informed how Zhou Enlai 周恩来 had conducted his "duck diplomacy" at the restaurant when his guests were Richard Nixon and Henry Kissinger.

Ironically, one of my fondest tea ceremonies about a decade later was indirectly connected to Zhou Enlai. It was at the Summer Palace which is on the western outskirts of Beijing. A colleague and I decided to visit it late in the day.

His name was Gary Small. There was nothing small about Gary because he had been a Canadian engineer who had programmed Canada's robotic arm. He had also designed the anti-counterfeiting features of our plastic money and sold the patents to the Canadian government. On this inspiration, I designed the world's first gold bank note with a strip of gold foil to give the note intrinic value of trust.

I remember saying to Gary that it was rather late in the day to go to the Summer Palace, but he insisted on a visit so we took a fast cab. We saw a little of the Palace and then decided to have a cup of tea. I tried to read the tea leaves, but my future was rather cloudy. The leaves didn't tell me that I would momentarily become a prisoner.

We were the only guests in a large teahouse probably due to the late hour. It was obvious that the teahouse had seen better days. Those days were ones when Zhou Enlai had visited and entertained his guests. I believe we were seated at that same table. Subsequent research indicates that no one was allowed to sit at that table, so my memory may mislead me; although, we were the only ones there so maybe it was allowed. At any rate, we had a quick tea ceremony as we became more aware of the late hour.

We rushed to the exit gate of the Summer Palace. The Palace had closed five minutes earlier. The huge gate with its two foot threshhold was locked. In effect, we were temporary prisoners. The guards though allowed us to exit. While we took no pictures; nevertheless, it was something for the both of us to remember or forget as the case may be.

Perhaps the imprisonment of executives of China's premier, private agricultural enterprise or Dawu Group is intended to deal with a pending food crisis by silencing critics? However, the peasants, farmers and migrant workers of China may forgive almost anything except the imprisonment of SUN Dawu if they are cold, hungry and without work. Almost all of the executives are long-term prisoners of the State.

It can be said that the company is no longer private in any sense of the word. Basically, the local government runs the company or should one say "runs down" the company. The local, communist  government along with its state-owned farm which is actually not owned by the state is responsible for the food supply. The responsibility of ensuring the food supply has been taken away from the Confucian enterprise as it now rests solely with the local government and the so-called state-owned farm. Any local food shortages are the responsibility of the body of the local government and the so-called "organ" of the body which has been classified by Sun Dawu like a "freak farm".

Dawu Group provided a safety net for its senior citizens. For example, it built a sixteen storey hospital to serve their health needs. It provided virtually free hospital care for its patients. If there was a misdiagnosis then the patient was financially compensated. Where else in the world does this happen?

The workers could count on Dawu Group for 35 years until the government took over on November 11, 2020. Then the safety net collapsed. Their savings were literally locked up and couldn't be accessed. Their mouths were locked up, too. This is a broken model. No wonder it doesn't work for the rest of the country. Shame on the sham!

You probably regard the Western movies as a thing of the past. You'd be correct.  However, you may want to view an episode of Have Gun Will Travel on a streaming platform. It stared  Richard  Boone as Paladin who had a gun for hire. Boone was himself a descendant of the famous Daniel Boone who had fought at The Alamo. The guest star who was the town marshall was Buddy Epsen of Beverly Hillbilly fame.

What might entice you to watch the episode is that it was written by Gene Roddenberry. He went from the Western genre to the Original Star Trek series which is now history itself.  This western series though is written much better than the original Star Trek.

It is surprising how philosophical this episode is as is the whole series which lasted for six seasons. Paladin was a man who could draw a fast gun and lived by it.  However, he only used it as was necessary for survival in the Wild West.

The episode distinguishes between legality and morality. It posits that morality is above legality. The town's sheriff who is legally appointed to enforce the law is neverthess an immoral man. He kills the mayor's son and also the mayor in the name of the law. He runs a gambling establishment which cheats its customers. Paladin though does not use his gun until he has to.

I'm reminded of Sun Dawu's viewpoint. He respected the law--even if it was incorrect ie. not based on reason. He was sentenced to 18 years for vague laws which were indiscriminately applied through a corrupt legal system.  In his last public words upon sentencing he thanked the court.

One can't help making a comparison with Socrates who was sentenced to death because the people wanted a scapegoat for the reign of the 30 tyrants. In the Cultural Revolution, the Red Guards undertook in 1966 to annihilate the Kong Family Business. In Cultural Revolution 2, the "red guards" undertook to Annihilate the Dawu Group Family Business based on the "guards" distaste of Confucian principles and rule of law. The sherrif so to speak is morally corrupt and sees white as black.

However, Sun Dawu puts morality above or ahead of legality. It was Confucian morality based on the family that had been followed by the Chinese for thousands of years. It was a morality that promoted rule of law rather than the lawlessness of rule by law. Which will prevail in terms of survival?  The Qin 秦 Dynasty based on rule by law and fear lasted only 15 years from 221-206 BCE.

Coal is not King in China. It is the Joker. When the Party cut off imports of coal from Australia it basically shot itself in the foot. It could not instantly become self-sufficient in coal.

The open question is whether Australia will pull a Canada. When China cut off imports of canola from Canada then Canada went ahead (under Chrystia Freeland whose family has a canola business) to go through a middle-man in the Middle East to sell canola to China. At the time, my recommendation to the Canadian government was to cut-off direct and indirect exports of canola to China for a period of twenty-five years. We don't want to be held hostage again to export threats and bullying by China.

The author also stated the obvious. Canada must work in concert with Australia with respect to commodities. China is playing Canada and Australia against each other. For both Canada and Australia--together is better.

One doesn't encourage China to get off of coal to reduce global warming by selling it more coal at a higher price. It will simply encourage China to develop its own internal coal supply in the long run. As a matter of fact, I remember someone in China (who shall go unnamed) recently saying that China will not open new mines in the West. That was simply a bargaining ploy in light of the energy crisis in China so that it could import more coal.

Therefore, reduce or eliminate coal exports to China. Do not increase them. Put import taxes on Chinese products that are dependent on energy from coal. Of course, leaders don't rule in the West. Greed rules.

You may also want to consider that as long as China has an energy crisis it will not invade Taiwan.  It's time the Canadian government thinks strategically. Unfortunately, it doen't think at all.

Trudeau didn't use the word "China" in his stump speeches, debates, townhalls or policies in a hastily called election. Why?  Well, let's begin with the fact that only 14% of Canadians support his China policy. The Chinese authorities call him "running dog".  Kovrig and Spavor were in Chinese prisons. Over 27,000 Canadians were killed in Canada from COVID-19 since it was "imported" from China.

The Wuhan CDC (Centers for Disease Control and Prevention) was a separate lab from the Wuhan Virology Institute. They were both located closely together in a less populous area.  The Wuhan CDC  was a  level 2 lab with lower security level  than the level 4 biohazard lab of the Wuhan Virology Institute which handled  the most dangerous viruses.

Why was the Wuhan CDC Level 2 Institute moved on December 2, 2019?   There is some circumstantial evidence in terms of satellite surveillance of hospital parking lots that there was something unusual going on as early as mid-November with respect to attendance and/or admittance at the hospitals.  This may have been due to what became known as COVID-19.

Why was the Wuhan CDC Level 2 Institute moved to its present location in Wuhan. The answer is that it is closer to the Wet Market. One may assume that both purchases and sales of live animals were done at the market.

It is difficult to undertand though why the CDC Level 2 Institute was moved to a high density location in terms of population rather than to a more remote area. It couldn't be solely because of close proximity to a Wet Market for sake of convenience. One may conjecture that it was where there were more medical facilities with isolation units to handle an outbreak of COVID-19 which had already begun.

Would the relationship between the Wuhan CDC Level 2 Institute and the Wuhan Virology Institute have necessitated a move? This is a distinct possibility if the move was intended to curtail or cut-off the spread of a virus from a Level 2 to a Level 4 facility.  One may assume that safety procedures at the Level 4 facility were were intensified even if procedures at the Level 2 facility may have been temporarily compromised in a potentially unplanned and quick move to downtown Wuhan. It may be also that the Level 2 facility was designated as the sole institution to contact with the Wet Market.

One reason Dawu Group was successful was that it stressed self-suffiency. The concept of self-sufficiency matches Xi Jinping's goal for the country. One problem with the Dawu Group model may have been that it was too self-sufficient in that it did not rely enough on government.  For example, it may have been "out of sync" with government regulations in some areas. Sun Dawu has conceded as much.

As a result, a dispute arose in the summer of 2020 between Dawu Group and a state-owned organ known as Xushui State Farm. At other times it is referred to as Baoding State Farm so the author is not exactly sure who the owners are.  To use a bodily reference, Xushui State Farm might be considered to be the equivalent of a vestigial organ such as an earlobe.

The local regulatory, administrative issues assumed national, political  importance on the 100th anniversary of the CCP.  In fact, it was reported at one point that prosecutors wished to hold the criminal trial of Dawu Group's employees on July 1, 2021 in Baoding or when the Chinese Communist Party was celebrating at Tiananmen Square in Beijing. Were they just trying to curry favour with the leader  at the expense of national issues such as alleviation and elimination of poverty,  redistribution of weath and achievement of common prosperity?

Mao Tse-tung introduced the concept of "common prosperity" in 1953. In 1958, he visited Xushui District, Hebei Province to better understand the situation of the peasants and to promote the Great Leap Forward. Today, it seems that more understanding of the state-organ known as Xushui State Farm and Dawu Group is required by the national leadership if it wishes to promote "common prosperity" in the rural areas of China.  Is "common prosperity" furthered with the imprisonment of Dawu Group executives and with the local government takeover of a thriving agricultural enterprise which serves the people? Dawu Group is not only now "run" by the local government, but is being "run down" by it.  Is this the model of "common prosperity" for the rural areas of China?  The peasants, farmers and migrants might think differently.  It may be time for another visit to Xushui District by the national leadership if it wishes to follow in the steps of Mao Tse-tung.

The author has often said that the word "private" has no meaning in China under the present system. The government wants to know everything in order to exercise control. The term Private Entrepreneurial Constitutional System (PECS) of Dawu Group has become a misnomer as of November 11, 2020. That was the date of the detainment of 30 employeees of Dawu Group on multiple charges. November 11th was the date that the government effectively seized control of Dawu Group pretending to protect it.

It is easy though to be a critic and more difficult to offer constructive criticism. With this in mind the author recalls asking Sun Dawu a question. To put a date on it is difficult, but it can roughly be dated based on the period when Dawu Group had 24 subsidiaries--it has around 30 now. The question was something like "Why doesn't Dawu Group establish a joint venture on a 50-50 basis with a State Owned Enterprise (SOE)?" The intent of the question was to explore a way the Dawu Group could co-operate rather than potentially compete with the SOE's as well as smooth relations with governments in China.

One might consider a new 50-50 joint venture outside China in the field of agriculture. Both companies would invest equally in a facility or endeavour in a foreign country. One impediment to "private" companies in China such as Dawu Group is that state-owned organs" at the commune level (as opposed to SOE's) do not make such an investment for either profit or principles. The SOE could potentially earn much more than just match the rate of inflation in co-operation with a well-run "private" enterprise. Of course, the joint-venture would be subject to the laws of the foreign country. The author is familiar with one SOE which may have an interest.

                                 The Trial of the Century

Sun Dawu was released from RSDL after 9 months along with six other co-accused. Two defendants under RSDL had irregularly been refused bail which contributed to their suffering even though the law allowed release. Furthermore, it is believed by the author that 3 months is the maximum time an accused can legally be  held in RSDL. It seems this law is circumvented by detaining suspects for an extended period of time before an arrest is made. This circumstance may further erode protective rights of citizens during detainment.

Immediately, upon release, Sun Dawu was taken to the hospital of Dawu Group for observation and treatment for a brief stay of undetermined length; altlhough, it could probably be measured in hours. It is perhaps the best regional hospital and he was examined on the 15th floor. The status of his mental and physical health was unknown publically, but Sun Dawu has said at trial that the circustances of RSDL were tortuous. One could speculate that he was at least debilitated and disoriented.

It is therefore uncertain but probable that he was not totally competent to defend himself at trial. The trial itself was legally public, but de facto secret. One might liken it to a three ring circus ie. all blow and show. Whether or not the trial was intentionally designed to weaken and disorient the defense lawyers and defendants is not known, but that was its effect. Remember that there were 20 defendants who were tried and sentenced in a matter of just fourteen days with hundreds of thousands of pages of evidence submitted. Yet, disclosure of recorded sessions which the defendants demanded to be presented were disallowed by the judge.

One of the few pictures of the trial that escaped the censors was that of an ambulance at the court exit on the final day. It may have been for Sun Dawu, another defendant or defense lawyer. A defense lawyer had complained about the court hours which sometime exceeded fourteen hours and broke labour laws. One might even construe the length of hours and format of proceeding to be tortuous in themselves. Whomever the ambulance was for it is certain that an ambulance ushered in the trial and an ambulance was present at the conclusion of the trial which is rather an infamous and dubious legacy.

Legal team members: Shihua, Yang Xuelin, Tong Zongjin, Zhang Lei, Liu Jinbin, Zhu Xiaoding, Wang Wanqiong, Zhou Lei, Zhou Haiyang, Hao Yachao, Shen Yachuan and other well-known lawyers.

If it is true that prosecutors urged defendants and their families to fire their lawyers and hire legal representatives from Gaobeidian or allow the government to appoint them then a mistrial must be declared; otherwise, there is not even the appearance of justice.

I have tried to communicate with Dawu Group without success.  Letters to Langwuzhuang and even Baoding are being returned.  Therefore, I will write openly.  Miss Ji Weilian (纪玮莲) is pictured on the left. She is Sun Dawu's personal secretary. Both she and Sun Dawu among others have been arrested. With respect to Sun Dawu it should be noted that his entire family has been arrested. Both Ji and Sun are my personal friends.

I was rather shocked to read comments made by both at the pre-trial hearing as well as other family members. There is a horror and terror experienced by them.  Sun is being fed pickled vegetables even though he is the Chairman of one of the largest agricultural enterprises in Hebei Province. Miss Ji cannot keep food down.  Sun's grandchildren are left at home without proper supervision. To understand this matter you have to know that Sun, his wife (Liu), his two sons, his brothers and sister-in-laws have also been arrested. I have known them all since 2002. They are decent people.

I therefore extend a formal invitation to the parents of Miss Ji to visit me in Port Colborne,  Canada.  At least they and Miss Ji will have some relief for the short duration of their visit.  I also extend a formal invitation to the five grandchildren of Sun Dawu and his wife; so that the children can relax and be carefree here for a short while.  Do not forget that Sun asked me to China in December 2019 to teach teachers at Dawu School as well as his grandchildren.

Miss Ji's parents or subsitutes can act as chaperones as well as any and all members of the Sun family who have not yet been arrested to supervise the children and to secure their welfare. You may all visit me immediately.

Not many people were able to read the following analysis written a couple weeks after the arrest of Sun Dawu in the year 2020. The reason was that my SSL certificate required a double rekeying procedure which the provider was unwilling to facilitate.  At any rate, it was only a minor set-back in the grand scheme of things.

The Arrests of Sun Dawu (孙大午)

In 2003, the arrest of SUN Dawu, his two brothers and a few others along with the author who was detained on house arrest made international headlines. The world found out what happened and why in a small village in rural China. On November 11, 2003, Sun Dawu abandoned his appeal to the charges of illegal fundraising and his probation began. To some degree it's been repeated, but most things have now changed whether they are of subtle or substantial nature.

Recently, Sun Dawu and his brothers were detained on November 11, 2020. The seventeen year anniversary to the day is no coincidence and taints any notion of impartiality. However, today, it is now much more personal. His wife was detained, his two sons were detained, his daughter-in-laws were detained and his oldest grandson was detained. It is basically an insult to and assault of the Confucian family whose very existence is threatened by the Communist Party of China.

To put it bluntly, it is an extreme form of hostage diplomacy. While in prison awaiting trial in 2003 there were threats made to Sun Dawu to admit guilt about illegal deposit taking. He agreed to be silent in court. However, at trial he was presented with Dawu Group's "IOU" which was identified as a "voucher of deposit" for illegal fundraising. He responded by saying "I typed an IOU, not a deposit slip. Are you illiterate?

Needless to say the prosecutor went bananas. The Chief Prosecutor said "Sun Dawu! You are still talking! You must know that your wife is at large, your two brothers are still in the detention center, and there are two more than 80-year-olds in your family..." That declaration by the Chief Prosecutor should have ended the trial at that very moment thereby freeing Sun on a mistrial, but it didn't.

The manner in which the arrests were conducted in 2003 and 2020 are very telling. Their unusual nature speaks volumes. On May 27, 2003, Sun Dawu was invited as a ruse to a dinner party held by the newly appointed county party secretary in Xushui County. It was held at the Hongyan Hotel. Deceptively, he was arrested as a dinner guest. This deception is one of the most egregious insults and acts of perfidy to a guest with regard to Chinese custom and Confucian values.

Sun Dawu's name means the Great Noon. Traditionally, Noon is the start of the day for Chinese. However, police forces chose the end of the day or midnight for their special operations police action. This procedure is highly unusual with respect to the detention of the family for what might be civil charges concerning property issues. Civil charges can transform into criminal charges with uncommon ease when the CCP controls the courts through "rule by law".

Inexplicibly, Xushui County police forces which are the local ones did not conduct the arrests of the family. The arrests were undertaken by the Public Security Bureau of Hebei Gaobeidian City (高碑店 河北). One must speculatively assume that the decision to use this bureau was at the provincial level. One might also assume that if there is a trial the Sun family will not be judged by their peers but rather outsiders. Finally, it might be guessed that the local public security bureau might anticipate strong local support for Sun Dawu as was forthcoming in 2003 so they have moved the potential venue of trial.

The force used by the police was tantamount to a break-in by a police-state. Three hundred police arrived in six buses to arrest sleeping family members. To the midnight break-in the police brought their dogs to intimidate. They brought their submachine guns as an expression of over-whelming force. They brought terror to instill fear in those who support rule of law and human rights.
